中国地质调查局重点实验室2019年4月主任招聘公告

参照《中国地质调查局关于同意泥质海岸带地质环境等11个重点实验室通过验收的通知》[中地调函(2017)450],作为"干旱半干旱区地下水与生态重点实验室"的依托单位,中国地质调查局西安地质调查中心(西北地质科技创新中心)面向国内外公开招聘实验室主任。

参照国家科技部《国家重点实验室建设与管理办法》(国科发基[2008]539),实验室实行依托单位领导下的主任负责制,具体招聘事宜公布如下:

一、重点实验室主任岗位职责

1、全面负责实验室研究与管理工作;

2、研究制定实验室发展建设规划并组织实施;

3、围绕实验室总体发展目标,研究和策划实验室的发展战略;

4、吸引和支持优秀学术带头人和青年学术骨干,构建创新团队,形成一支国内外有影响的高水平研究队伍;

5、组织和承担国家(含国际合作)重大科技项目,取得一批具有国际先进水平的科技成果(专著、专利、学术论文及科技成果等);

6、围绕研究方向设立研究课题,组织团队开展持续深入的系统性研究。制定人才引进及激励政策,建立访问学者制度。促进实验室研究工作发展和多学科交叉融合,加强国际交流合作,营造积极向上、自主创新的科研氛围。

二、招聘条件

1、身体健康,具有研究员或教授资格的人员;

2、在重点实验室所属研究领域具有较高学术造诣的知名学者和学术带头人;

3、对本实验室建设和学术研究工作有创新性构想;

4、具有较强的组织、协调能力和管理能力;

5、每年在实验室工作时间不限。

三、聘期及岗位业绩考核

1、实验室主任任期五年,连任不超过两届。聘任合同明确规定双方的权利和义务;

2、届满考核与中国地质调查局对重点实验室的周期评估同期进行,依托单位和主管部门根据重点实验室评估结果确定是否续聘。

四、依托单位提供的工作条件

1、实验室为独立的科研实体,具有相对独立人事权和财务权;

2、配备两名副主任协助开展工作;

3、实验室具有开展学科建设和研究生培养的条件;

4、实验室具有良好的科研、实验条件;

5、依托单位支持实验室申报国家各类研究项目和各类基金项目课题。

6、工资待遇协商确定。

五、招聘程序

(2)近五年来工作业绩:承担科研项目、科研经费,发表论文,获得专利,获奖情况,并注明级别和名次;

(3)获奖证书复印件,五篇代表性学术论文复印件。

Announced Position for the Director of Key Laboratories of China Geological Survey

  Referring to Notice for Approval of the Establishment of 11 Key Laboratories (NO.450 of 2017, China Geological Survey), Xi'an Centre of Geological Survey, which is the supporting institution of Key Laboratory of Groundwater and Ecology in semiarid and arid regions, CGS, are now recruiting a director for the key laboratory from both home and abroad.

  Referring to Methods for the Development and Management of State Key Laboratories (NO.539 of 2008, Ministry of Science and Technology), the laboratories will follow the system of director-in-charge under the leadership of the supporting institution. Details of the recruitment are as follows.

  Position Responsibility of the Directors of the Key Laboratories

  Being fully responsible for researches and management of the laboratories;

  To make plans for the development of the laboratories as well as organization and implementation;

  To make development strategies of the laboratories by clinging to the main development aims of the laboratories;

  To attract and support excellent academic leaders and young scientists, as well as establish innovative team which has not only national but also international reputations;

  To organize and undertake both nationally and internationally cooperative scientific projects, to make a series of scientific achievements with internationally leading levels (monographs, patents, scientific papers, etc);

  To set up research projects according to the research direction;

  To organize the team to carry out continuous, deep and systematic researches;

  To make policies for talent recruitment and motivation, to set up the system of visiting scholars;

  To boost the research development of the laboratories and integration of multiple subjects, to strengthen international cooperation, build positive and innovative atmosphere for scientific researches.

  Recruitment Conditions

  Healthy with qualifications of research fellows or professors;

  Renowned scholars and academic leaders with high academic attainments in the research field of the key laboratories;

  Having innovative thoughts on the development and academic researches of the laboratories;

  Capable of organizing, coordinating and managing;

  Working period for the laboratories has no requirement.

  Employment Period and Performance Evaluation of the Position

  Each period of the director of the laboratory lasts for five year. One person can take the position not longer than two continuous sessions. Bilateral rights and responsibilities are clearly regulated in the employment contract.

  The evaluation of one period is carried out simultaneously with the periodic evaluation of the key laboratories by China Geological Survey. The supporting institute and administrative unit will decide whether or not to continue the employment according to the evaluation results of the key laboratories.

  Working Conditions Provided by the Supporting Institution

  The laboratories are independent bodies of scientific researches with relatively independent personnel and financial authorities;

  Directors will be supported by two vice directors;

  Unique conditions for carrying out discipline constructions and postgraduate cultivation;

  Excellent scientific and testing conditions;

  The laboratories are supported by the institute to apply for all kinds of national research projects.

  Salary will be negotiated by the two sides

  Recruitment Procedures

  The following documents must be provided by the candidate:

  a. A brief and basic self-introduction;

  b. Working achievements in the last five years, including scientific projects and funds, published papers, patents, awards. All of the above should be stated with levels and sequences.

  c. Copies of awarded certificates and five representing scientific papers.
